OpenMP texture decoder has barely any effect on emulation speed. It can help reduce micro-stuttering, but won't do anything major. Texture decoding is a very, very small part of the work dolphin does, so it would be far more sensible to just look for the 'Settings for best speed' thread, and follow that. If you still don't get the speed you want, then you're looking at upgrading your computer.

Also, disregard the post above this. The text there ranges from nonsensical, to non-applicable, to just blatantly wrong.
