No. Dolphin can't run anything that relies on cIOS.

Actually i think that wouldn't be the hard part in getting this to work. The USB loader accesses the HDD over usb 2.0 to see what ISOs are on it, completely with a NTFS driver and everything. The cIOS just gets told to map certain HDD sectors(i think it's done with a list for fragmented files) to the emulated DVDs sectors. The cIOS stuff could be intercepted easily, it's just a bunch of special high level IOS commands. But the stuff the usb loader does is low level hardware access. If you want to map that to an internal drive instead of an usb hdd, that's complicated, i guess.

Maybe there's an easier way, but i don't know if any usb loaders actually support it, complete with game banners and sounds. The 1st revision of usb loaders used a proprietary partition type, i think that was what wbfs originally was. There were cIOS commands to get the number of isos in that file system, their names, select one etc. Emulating those commands sounds doable, and then loading banners and everything else from a sd card. Like i said, i don't know if any usb loaders support loading banners for isos on a wbfs partition, but if they do, this might be the easy way to get usb loaders working in Dolphin.

Oh, and there's the issue with homebrew not working properly. Last time i tried NeoGamma, it did not really work, no idea what the issue is and if it's fixed now or not.
