I need help!

I am using the latest Dolphin Emulator from this website for 64-bit

I am getting 19.1 FPS on Resident Evil 0

and 20.1 FPS on Super Mario Sunshine

These frames are extremely slow and i cant enjoy the game well!

I have checked dual core in settings but it still doesnt make a difference.

Can someone give me a layout of what options and settings i should tick please?

Do you have Idle Skipping enabled? Optimize Quantiziers enabled? Any other programs running?
