Updating directx for pad support?

I've been looking around these fourms, reading stickies, searching, ect, and I seem to be having the same problem as many others, i'm not able to have my pad plugin show up in configuration. I've seen everyone say to update directx and C++. I was able to update C++, and I believe all my drivers are up to date, but I haven't had any luck with my directx. I've gone to this suggested website

but it didn't work. Any ideas would be greatly appreciated, I would love to play me some animal crossing on my laptop.

There is no other reason why pad plugins shouldn't appear, you haven't updated your DirectX

I know i'm not going to get it to work if I don't change my directx, but my question is how to do it. No options seem to work for me, i've even followed an exact guide as posted by a member of the forums,

but still no dice. When I try and run the web setup, it says an internal system error occurred, and that installation has failed. I'm kind of at a brick wall.
