You are actually 100% correct. It's implementation was entirely broken considering how Dolphin works.
For a small number of games, it worked as designed. Many games it would just do nothing, some games would just render black frames on the "dropped" frame, some games just broke entirely. It was so inconsistent that we didn't even save the user's frameskip option to config so they wouldn't set it, forget about it and wonder why everything is broken. So it was removed. It was broken, nobody cared about the significant work required to fix it, and it takes away something the user can break. 01-26-2017, 10:31 AM
And well, with how the GC and Wii worked, frameskipping was never really effective anyway. It only took a little work off the GPU thread, when the CPU does most of the work in Dolphin.

Yeah. The main problem wasn't the implementation, it was the idea of having it at all.
