Tested out the new build and the bomb explosion effect flicker in Wind Waker still persists in all backends except for D3D9.

Dx11 and Dx12, i try with the default configurantion and a clean Documents Dolphin Emulator Folder, still crash... i tested mario kart wii and smash bros brawl... dont know why

@Ramoth: already implemented hope to fix some issues soon. @luizfersam: will try to take a look at your issue next week i really don't know what can cause that because dx11 changes are minor and should not cause a hang. @MrClosetAtheist: yes i still can't find the cause for that.
@slarlac249: is one of the issues that should be fixed, one fix for dragon ball z budokai was breaking roogue leader, so i added a new option to enbale the fix, it's disabled by default so now it should work .
