Dx11 uses gpu for texture encoding/decoding so it should be really fast for efb too ram

@Tino, found a problem in rs2, dx9 works perfect, but in dx11 the top halve of the screen is bugged, i do hope this can get fixed since ppl say that dx11 is faster then dx9 and other builds use dx9 i geuss.
Since i use the build 1833 from FioraAeterna to play these awesome 2 games, rs2 and rs3.
Next step is hle fix for rs2/rs3 and some improvement tweaks/fixes for rs2/rs3.

Hey Tino, I finally got around to testing older builds to isolate the glitchy text issue in Metroid Prime Trilogy, and it appears that Ishiiruka.7670b38.x64 was the last build where the text worked properly. Every build after that either has the glitchy text, crashes upon loading one of the games, or loads into a green screen with glitchy text.

The scan visor bug (can't scan certain items) starts to appear in Ishiiruka.aafb2fa.x64. Ishiiruka.ce011e3.x64 directly precedes it and it works as intended.

The upper left quadrant being pixelated as described here starts to appear in Ishiiruka.219(ebda8b3).x64.

All of this was tested in DX11 with the same settings every time. Let me know if you need me to post my settings. Hope this helps you squash these bugs!

Scan visor bug is indeed fixed in the latest build, and so is the pixelated upper left corner. Nice work Tino!
