the problem seems to be SyncGPU = True change that to SyncGPU = False and it wil work

That is working as intended: when you launch a NTSC game, PAL60 is disabled to avoid issues, and restored after you close the game.

This is a very random report but I swear my friends saw this problem as well
Custom Dolphin Banners are very downgraded
