Two regressions in the latest Dolphin-master builds:

- EFB2RAM lens flare effects don't work since PR #2957 was merged
- EFB2Texture lens flare effects also stopped working after PR #2960

* using the Direct3D backend

4.0-7614 : Before the regressions everything worked properly

The most recent versions of Dolphin and Ishiiruka require you to install this: https://www.microsoft.com/en-us/download/details.aspx?id=48145

Im actually having trouble downloading it. Ive tried 3 times now and nothing ever appears

Nvm fixed it. Adblock was being dumb and stopping the download.

@billyash: is a known issue scalling is cpu intensive so videos that update a texture on every frame slowdowns a lot the emulation.
