Hm, works here... maybe just look into the folder of the official build and see if there's some .dll that's not in the other one, then just copy over.

I reinstalled Visual C++ 2013 x86 and runned directx runtime, and still got MSVCR120.dll error!

The overly strong bloom effect is as old as Dolphin itself (I guess) and devs have said there is no way to fix it. It has something to do with multiplying internal resolution; it shouldn't happen with native resolution. At least that's what I've been told.
However, thinking about it - I know devs hate solutions like hacks and filters, but shouldn't a filter or a hack be able to get the bloom back to its place in higher resolutions?

I just found out that it's really just one single (costum) texture that's responsible for the massive slowdowns in SMS - and as I thought, it's the one that shows sand being thrown up.

Strange issue, is fixed on dx11 but stills on dx9.

Anyway i tested the issue: dx9 crash when closing emulation windows on AMD card driver 14.3, tested 3 diferent games and i cant reproduce this issue, seems to be fixed by some revision i think.

And i noticed a little bit speed up this using dx9, in hyrule field in zelda tp i get 28 fps in heavy area in 4.0.2, using this build i manage to get 33 fps, dont know if is something with revision but is an improvement!

Oh, it's fixed in DX11? Then it IS possible to fix it, after all...

Yeah, I don't have any crashing issues with this build (using nvidia).
