Also when using fullscreen?

DX12 is not that interesting, since it's exclusive to Windows 10.

I'd rather see a Vulkan backend added to Dolphin.

Khronos' Vulkan (also known as OpenGL Next) is an improved, corrected, hardware-agnostic and open version of AMD's Mantle API.

It works on any OS (Windows 10, 8, 7, WinXP, Mac OSX, GNU/Linux, Android, etc.), supports DX11-compliant GPUs from all vendors (nVIDIA, AMD, Intel, ImgTec, etc.) and works on all devices (PCs, tablets, phones, servers, gadgets, etc.)

updated the latest folder with a new version. A little experiment to improve texture cache emory managemen and avoid continuous unnesesary reloading of textures. pleasd e test for regressions and performance difference.

@Tino: One thing you should be aware of:

This commit introduces a massive performance regression (25 ~ 35% slower with EFB2RAM and high IR)

Do NOT merge.

v295 is 10~15% slower than v293 with EFB2Texture @6xIR.

60 fps -> 54 fps
51 fps -> 43 fps
wow can you post the game where you get that slowdown because in the games i tested i get the opposite result.

Any help with what could be causing my Dolphin.exe has stopped working issues. Using i5 4460 with Nvidia 750ti GPU.
