I would say it is not practical, Gecko and AR codes are not located in a separate file, thus it is going to mess up all settings for that particular game. Another issue is that you lose all other codes you added earlier, as the Gecko and AR codes in a shared ini file overwrites your existing codes. There is no need to share AR codes in an ini file as you can easily press the ADD button to add an AR code. Gecko codes are a bit tricker, but a better solution (or feature as I might say) is to implement an ADD button for Gecko codes similar to the ADD button for AR codes.

Most users would be content with using the default AR and Gecko codes provided for each game, they cover pretty much most aspects of cheating your favorite game. I would say your approach of sharing ini files only complicates the entire progress. It is not really plausable you mess up Dolphin for good, but ini files abides to a set of syntax rules in order for Dolphin to understand the content.
