I use F-Zero GX to test.

When I enter "FrameLimit = 0x00000010" it seems to lock the framerate to 75.

When I enter "FrameLimit = 0x00000009" it seems to lock the framerate to 40.

How can I cap it to 60?
CPU: Intel 3570k with Corsair H60 watercooler @4.1ghz
GPU: Nvidia Asus GTX780 @1140/6600
PSU: Corsair 750W
RAM: Corsair 8gig DDR3-1600
MOBO: Asrock Z68m ITX
HDD: 500gb SSD EVO
CASE: Lian-Li PC-Q08 mini-ITX case
OS: Windows 7 x64

I use a fully configured emulator frontend (Maximus Arcade) to play every console & arcade game instantly

Alright, thanks for the info. And is there any difference between the "auto framelimiter" option and the "FrameLimit = 0x0000000d" option, applied to a 60fps game? Or are they really the same (when using a 60fps game)?

A little question (I hope it's not too stupid) about those game ini files...
So, when I update Dolphin, I just copy all files over the old Dolphin folder.
However, I still have that GameSettings folder in the Dolphin Emulator folder...
So does that mean I need to copy over that GameSettings folder from the new Dolphin version to the Dolphin Emulator folder (to keep it up-to-date) or is that folder not used anymore and I can delete it?

Default gameinis reside in the dolphin_folder/Sys/GameSettings. Your personal gameinis reside to where you have set your dolphin global configuration files to be.
