If a PS4 emulator came out, and all they showed was a game listed in a GUI yet claimed preliminary support, they'd be laughed off the internet. The only reason anyone believes this is because the person who posted this is abusing Dolphin's reputation to give himself credibility.
Preliminary, as in stuff that needs to be done before actual support can be worked on. It's not really a lie, just useless and will never actually lead to anything.
