Question 
Could it be possible to release unofficial game bug fixes with the Dolphin emulator, or as plugins if the file size increases significantly? Let the community to improve polished Nintendo games even further.
Existing FPS and Widescreen hacks should also be enabled by default, if not causing any issues. That seems to be the case with Super Mario Sunshine as long as the game is run at 60 FPS or less.

Dolphin does include Action Replay and Gecko codes for certain games, and having bug fixes and more 60 fps and widescreen codes in there sounds like a welcome addition. I don't think they ever will be enabled by default, though. Dolphin is supposed to be accurate to the console by default, not hacky. Speedrunners and other people who care deeply about game's mechanics might not want bug fixes, and even just changing the framerate and aspect ratio can change the gameplay in subtle ways. Things like 60 fps codes can be huge performance problems for people who don't have strong computers. Other enhancements like anti-aliasing and higher internal resolutions are disabled by default but easy to enable, and I don't see why this should be any different.
