Can you play it smoothly at 1x native resolution? If not, then you may have a weird setting like Wiimote Speaker Data on. Alternatively see if other backends like Vulkan or DX12 work. OpenGL was pretty slow for me, but Vulkan let me get solid 60fps and crank up a few settings.

Did you make a profile for Dolphin in the Nvidia Control panel to use your Nvidia GPU and keep it at maximum power? Is Windows Power Options set to high performance? Are you running games with your laptop plugged in?
