Since I was stuck in a similar problem I will provide assistance in this specific model "TR" to Windows 8. I've actually finally got it working not so long ago, I would say took me like 2 days but its working. For Windows 8 users such as myself its not as easy as Windows 7, and with an internal bluetooth at that! I'll do the best as I can, lets start shall we:

1) Since Dolphin doesn't like bluetooth stacks other than windows, you basically have to force the drivers via Toshiba stack, just google Toshiba stack and use whichever version that works best.
2) Once installed, you will get a message that says "please plug in the device or something" disregard this message.
3) Go to device manager and open up your bluetooth device, right click the device and go to Properties, then Details. Under Hardward Ids highlight and copy the second shorter value.
4) Now go to your installed Toshiba stack folder, then driveres folder, then your gonna see a file that says "tosrfusb," open this file.
5) Inside your gonna see alot of mumbo jumbo stuff, disregard all this just pay attention that there are three groups of list. Should look like this "%TosrfUsb.DeviceDesc160%=TosrfUsb_Device"
6) At the bottom of the FIRST group of values, copy the last line of value and make a duplicate one right below it. Now in this new line of value see where it says: DeviceDesc160, change this number to 161.
7) As you go further on this list, you'll see "USB/VID blah blah blah" erase only this section and copy the one from your bluetooth that you got earlier here.
8) Now take the entire line you just created and copy it and paste it at the end of the SECOND group of values down.
9) For the last and THIRD group of values, copy the last value and make duplicate again below it, make sure you also change the # from 160 to 161 just like as in step 6.
10) After you increase the number by 1, your gonna see something in parenthesis, change it to whatever you like "Your Bluetooth" or whatever, finally save it and then close the file.
11) Now go to your installed Toshiba folder and run the Bluetooth Settings application. Give it some time, I know it takes a while and you should get a windows prompt saying "do you want to install this unsigned driver" click of course dammit. Ignore all the security prompts.
12) Now click on the right side and select the gear icon of Windows 8, go to the bottom, click Advanced Startup, Troubleshoot, Advanced Options, Startup Settings and then Restart.
13) When startup screen appears you want to select option 7 Disable Driver signaure enforcement and Windows 8 will startup with unsigned drivers disabled.
12) You should now get a bluish bluetooth icon on your tray flickering red. Bam! your stack is installed and you can connect your "TR" remote by double clicking the new tray icon.

Wheew! that was a lot of steps and typing but it took 2 freaking days to get the dam thing right Lol. I hope this helps alot of people out with Windows 8 because Windows 8 brought alot of security features that prevents the user to install drivers other than Windows certified, unlike Windows 7.
