Unable to connect to netplay hosts (Melee)

Since last week I have been unable to connect to netplay hosts, despite being able to before then, and I am absolutely stumped as to what's wrong.

My computer's firewall does allow dolphin:

My router's firewall is disabled:

My AR code settings are correct:

and my ISO is 1.02:

I deleted and redownloaded both dolphin 4.0-652 x64 and the iso and made sure it has all the firewall permissions it needed and yet I always get the "disconnected" message when trying to connect to a host.

If anyone could help, that would be great.
