The music is fine, but the SFX (Swinging sword, menu selections) seem REALLY quiet compared to the BGM. Is this a common issue or something?

Note this is the GCN version (NTSC-U)

Most likely you're using HLE.

I am indeed using HLE.

However, I also dumped LLE, tried that, and sound effects still seem faint (the only difference is that the emulator runs slower of course). I've tried changing the Backend from DSound to XAudio2 too.

Okay, so I re-dumped LLE, and now it seems to work SOMEWHAT better (though, still seems a bit quiet to me, perhaps I'm just used to louder SFX).

But of course, using LLE i can no longer play at HD res. So it's a give-take thing.

That doesn't make any sense. Resolution effects GPU load only while LLE effects CPU load only. If your cpu is not powerful enough to handle LLE it will not be able to handle it at any resolution since resolution does not impact cpu load at all.
