Did you mess with the Framelimit options at all? If so, just leave it on Auto and uncheck Limit by FPS in 4.0 (or just set it to Auto in the latest revisions). That'll give you the best results for most games. If that isn't helping, post your settings as screenshots. We can't help you when we don't know exactly what you've messed around with in the first place, so show us what you changed.
