Twilight Princess Alternate Speed Patch?

The built in speed patch for TP isn't working on my NTSC version of TP and I found this topic: https://code.google.com/p/dolphin-emu/issues/detail?id=7825#makechanges which explains my issue. The last post says to download the latest dev build of dolphin and enable the alternative speed hack for TP. I downloaded the latest version but I only see the old TP speed patch. How do I enable the alternate patch?

Omg i am an idiot, i made a last minute commit to remove safetexture cache from the ini and used the old ini deleting the new hyrule field hack, you are correct. Wait for the next gameini pr.
