You can never guarantee this with an emulator. If performance is this big of a concern you should use a real wii and learn to deal with the lower image quality.

Dropping IR to 2x gives the desired performance but not visuals. Vying for the 3xIR to work.

Like others have said this is most likely due to having your AA way too high. Also you should do everything that admin89 mentioned.

1. I'll let someone else answer this since I don't play SSB games.
2. Not in any significant way. GPUs are for rendering.
3. Probably nothing. D3d9 is generally faster than openGL but not for everyone. Please make sure your gpu is not running at idle clocks with d3d9 and d3d11 using the method that admin89 posted. That may actually be the reason that you saw better performance with openGL.
4. Yes......there is always a bottleneck, otherwise you would have infinite performance.
5. See above.

First I'd like to give a big thanks for all the feedback. My card was running at idle clock speeds (even though HWMonitor said otherwise). After I cranked the IR to 4x my GPU load was hovering around 60% use, as opposed to 10%.

Final settings:

DX9
4xIR
4xSSAA
V-sync on (otherwise input lag)

The game now runs as close to butter as possible. This is really going to make the evenings for this trip great. I'll raise a glass or two in your honor.
