First I'd like to give a big thanks for all the feedback. My card was running at idle clock speeds (even though HWMonitor said otherwise). After I cranked the IR to 4x my GPU load was hovering around 60% use, as opposed to 10%.
Final settings: DX9 4xIR 4xSSAA V-sync on (otherwise input lag) The game now runs as close to butter as possible. This is really going to make the evenings for this trip great.
