Im trying to play naruto shippuden EX3 and the menus are running smooth at 60 fps but when I get into an actual fight It dips down really low and Im playing in slow mo pretty much running at 30 fps. Also some effects on the game appear to flash black from time to time like when I do naruto's rasengan the ball appears black then becomes normal after he finishes charging it. Any ideas? Also is there no builds that runs games using DX9?
My PC specs is. Phenom II 940 running at 3 ghz (Should clock it higher but I'll do that when I get a new mobo in the future since my current one is pants), GFX card is ATI 4850 512, I have 4gb of memory and my OS is windows vista ultimate.
