If I were you i´d double check your motherboard cpu temperature sensor, it´s most likely making bad contact with the cpu or might be damaged.
The right man in the wrong place can make all the difference in the world.

I looked it up, and this seems to be the way Vishera CPU's work. Below 45C, they report completely inaccurate temps. As a load is put on the system and temps increase, they get closer to the actual value.
