Trying to deal with stutters for Mario Kart Wii

The game is getting random stutters and brief freezes during race, and worse when playing on Wiimmfi online, causing to desync (lagging and messing up place positions at the end), even my PC is good to run games at 60FPS at increased reso by 1.5x or 2x. I use both Dev version of Dolphin and Ishiiruka. I tried tweaking some settings -- Ubershaders (Hybrid), increase CPU override, Async shader, Fast EFB Access, etc, still no luck. Sad
What are the best settings to stop the stutter?

My PC specs here
OS: Windows 10 Pro, 64-bit
Model: Microsoft Surface Book 2
CPU: Intel® Core™ i5-7300U @ 2.60GHz
GPU: Intel® HD Graphics 620
RAM: 8GB
SSD: 256GB - SAMSUNG MZFLW256HEHP-000MV

You do realize that raising the CPU clock override puts more stress on your PC?

Make sure you´re using High Performance mode.

Damn, I didn't know about messing around CPU clock override thing could hurt my PC / CPU. I sometimes had it increased by 200%.

I think that helped, I've been using Better Performance on battery, and Best Performance while charging.

It won't hurt your PC or anything, but it will make Dolphin more demanding.

Dolphin is very nicely setup so that most of the default settings are set to be the fastest Dolphin can run and changing the settings will only cause more demands on the system and slow you down (and fix broken things in some game). The games that need special settings generally have those set in their Game INIs (I am not sure if all the games are set but the ones I own all have the right settings with just me transferring the iso from my disc to my computer, so far)

The exception to the rule is the Graphics backend and that will vary depending on the game you want to play and the GPU your system uses. Also all the settings here have nice explanations of what they do and their possible impact on performance (a very nice touch).

My only complaint would be having lived through the era of emulators you needed to change all the settings per game to get it to run well, if at all, that Dolphin takes away some of the fun of emulation by being too well designed (making tweaking less useful and necessary).
