trouble with main stick modifier

I'm having trouble with configuring the main stick modifier on the GC controller. I need it to make the stick go lower than 50% but whenever I set the modifiers range to, say 25, as soon as I exit the dialog box, the value gets reset to 50. I cant get it to stay at 25, I've tried hitting set, okay, etc., and nothing. Please help me figure out what to do, I need the stick to go lower to beat a certain level of a game I am playing. Any help is greatly appreciated.
