The emulator is framebuffer-intensive, cards with DDR2 memory might perform a little worse than their DDR3 equals.
But i doubt it's responsible of such a slowdown, you're getting at least 15% less frames you should, unless i'm miscalculating your Phenom's processing power per core.
Anyways, older revs were good enough for SSBM, can't give a number but you should try around 2000-3000, or play on the newest revs with the frameskipper enabled. That one is guaranteed to give you fullspeed in almost all stages, skipping frames of course.
