Run the game in windowed mode and look at the % (either in the window title or in Dolphin's status bar at the bottom). Anything running at less than 100% may give you audio issues. This is due to the fact that Dolphin is not running fast enough to correctly process the audio. This is probably an issue with your CPU being too slow for Dolphin.

4.0 is actually not supported (4.0.2 and above is) but that's beside the point. 4.0 is very slow compared to the latest development builds (like 30%+ slower). Try using the latest development builds here: https://dolphin-emu.org/download/ (4.0-3279 is the latest at the time of this writing).

There are two options for you. The first, and best, is to reinstall Windows (but the 64 bit version) with your existing licence key, as it's good for either. You'll notice lots of things are a little bit faster, not just Dolphin.
The second option is to scroll through the build archive until you find the newest 32-bit compatible build.
OS: Windows 10 64 bit Professional
CPU: AMD Ryzen 5900X
RAM: 16GB
GPU: Radeon Vega 56
