We already have a sort of trash forum. It's only visible for certain forum staff. No threads get deleted simply because they're too old, so any thread can be found via the search menu (or Google). All of the threads we as forum staff believe should be visible constantly are already announcements or sticky threads.
Are you talking about the Dolphin manual project I started? It was never finished due to lack of interest. It was supposed to a side project only for the stable release, but when we tried to base the wiki version on the latest development revisions, things kept changing and no one felt it worth the time to update. AFAIK, the manual is officially abandoned, but I still like the idea of having something based around 5.0 if/when it ever comes out. Having good user-facing documentation about everything in Dolphin (even if only for a stable release) is good in my eyes.
