I can´t think of a reason to use touchscreen controls on Windows. Sure, there are laptops and tablets that include/rely on touchscreen respectively, but you would end up using a gamepad or a keyboard anyway.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

I have a Samsung Galaxy book with a detachable keyboard. PPSSPP is fabulous with the on screen controls. Maybe that is developed in a different way as it has always had the windows touch screen option. Bluetooth joypads can be a pain with connectivity , battery life and so on. XBOX one pad is the best. but is too big to be considered portable. The ease of use with just switching on and straight into a game is brilliant with PPSPP So tend to use my android smart phone for dolphin which is a pity as it does struggle with some of the A-List games. Windows device typically have more grunt
But i guess if it is pain to implement then Ok.
