So when I go to install Toshiba Bluetooth Stack, it's that infinite plug in bluetooth crap.

So I added the hardware ID to the INF file, as instructed by the dolphin help page.
I go to add a new connection, it goes to say insert the adapter, I say OK, and it STILL won't connect to it.
Is there something I didn't do?
Also I am running windows 10, anyone else having issues?

So! Um, nafeasonto, what controller are you trying to use with the Toshiba Stack?

Remember also that by manually entering the HW ID in the INF file makes the driver unsigned, and in Windows 8/10 the default system policy simply won't allow any kind of unsigned drivers, unless you enable test mode (but then you'll have a "Test Mode" watermark sitting permanently on your desktop)...

I am trying to use wii motion plus controller. But the Bluetooth stack won't detect my Bluetooth. Even it's unsigned, shouldn't I get an error or warning?

If you manually entered the HW ID of your BT adapter and hadn't enabled test mode then the bluetooth stack simply won't be able to install the driver (probably failing silently)...

I see, let me drive disabling driver enforcement.
