The hash check (on fast anyway, it's controlled by texture cache accuracy) is very, very fast! There is no reason to remove the hash check, and a LOT of reasons not to remove it.
For what its worth, Locking will allow us to know what hash checking gives us, without having to have a hash or checking it, so there's that. We're not just going to let texture cache accuracy be unknown, though.
