I added a bunch of games to title.txt so they would appear like I prefer, but the Pokémon games display no titles at all.  Their titles are completely blank.  If I replace the accented e with an unaccented e, they appear in the list.  Interestingly, if I remove the game from the titles.txt, its name will appear in the list with the accent.  This appears to be similar to this closed bug.  Is this a known issue, am I doing something wrong, or have I found a bug?

If you aren't saving titles.txt as UTF-8, you need to do that.

Windows Notepad: File -> Save as.. -> Set "Encoding" to "UTF-8" (next to the "Save"-Button)
Notepad++: Encoding -> Convert to UTF-8, then just save like normal.
