I'm trying to access the wii home menu section and I get this error IOCTL_US_LAUNCH: Game tried to reload a title that is not available in your NAND dump.


Where do I get the required whatever to make this work? I know nothing about this portion of dolphin.

It's the system menu. You need a NAND dump from your actual Wii for it to work properly.

To make a NAND dump: https://wiki.dolphin-emu.org/index.php?title=NAND_Usage_Guide

Downloading a full NAND dump is illegal.

It's possible to download the System Menu from Nintendo's servers using NUS Downloader without needing a NAND dump. I don't know as much about that method, but people have reported problems with launching channels when using it, so I suggest making a NAND dump on your own if it's possible.

To elaborate on nus:
The first Wii menu (2.1?) works with channels but has same restrictions (only old discs and channels work)
The current (4.3?) doesn't work with channel launching but works with discs.
