Three different errors (plugin/DSP/core)

When I try to run a game in Dolphin, I get three successive error messages and the game won't start up (Dolphin doesn't close though):

"Can't open Plugins/Plugin_DSP_HLE.dll, it has a missing function"
"Can't init DSP Plugin"
"Couldn't init the core. Check your configuration."

-This occurs regardless of what game I'm trying to run
-I DO have the latest DirectX installed
-This is using the latest build of Dolphin, running on 32-bit Vista

I've searched but everything I've found says to update DX, and that didn't work. Help is very much appreciated, thank you (:

Redownload. Extract to NEW folder, and copy over save games/states from old one.
