This program cannot be run in DOS mode

I am new to all this but I think i have everything i need except my problem with DOS mode and SDL.dll.. After installing VCOMP100.DLL, i had another problem with SDL.dll not being found. I downloaded that as well and when i tried to open SDL.dll it said "this program cannot be run in DOS mode", with a ton of what i think is code around it and below it. If someone can help me change DOS mode or figure out another way to fix this problem without ruining my computer, i would be extremely happy!

don't "open" SDL.dll, just run Dolphin.exe

well when i do try to run Dolpin it says, "this application has failed to start beacuse SDL.dll was not found. Re-installing the application may fix this problem." already re-installed a ton of times and it continues to have the same problem. I have found a site that claims to fix the problem, http://www.winhelponline.com/blog/restore-exe-file-asso-windows-7-vista-incorrectly-associated/comment-page-1/ i am just not sure if downloading it will cause other programs in my computer to change and become un-usable. could someone check it out and let me know if it will have any negitive affects..?

installing vccomp? install or download...? theres a difference.

delete the file and install it via either of these
