I keep getting this warning "Memory Card Slot A: This memory card is formatted for use in a different territory."

I tried both versions of the game USA and eu version but get the same error, any help would be appreciated sorry if this has come up before I'm a noob. Do I have to configure something?

Using Dolphin 4.0.2

Does this happen in the latest dev builds?

Yes, actually I tried the latest build first and then tried the stable build...same thing happens. Tried GCM and ISO both usa and .iso EU... nothing.

I am using windows 10...would that matter?

When posting specs, please make sure to be more precise (brand, family, model), especially with things like CPU and GPU. That processor is a Core 2 quad, and you're getting bad performance for two reasons.
1. Rogue Squadron 2 is almost the most demanding game in Dolphin, second only to RS3 iirc
2. That processor has a base clock of 2.4 and was released over 7 years ago, using old Core architecture. No matter what settings you try you won't be able to play that game at any kind of reasonable speed.
Arch
Intel Core i7 - 4510U
iHD4400
8GB RAM
