there is post-processing shader in direct3D9?

Hi everyone, I new in this forum, I can't speak English very well so I will be quick...

the post processing shader is awesome but its only in openGL ( I guess ) and openGL have poor quality video, so... there is a plugin what have good quality video and post processing shader?
