Nah, I don't think Nintendo was being the issue here but rather the team having too much expectations and ambitions. It started out as a texture pack, but it quickly turned into a mod with additional dungeons, hard mode and what else and then it turned into a complete remake from scratch. They should have remained to making a texture pack. It just became too much for them and the team fell apart due disagreements and such. Sadly besides the texture pack, their extended idea's never came to fruition. It is really a shame that the texture pack has been dropped because of their increasing ambitions. Keep in mind I don't any intentions to talk ill about them. It is just the way how it went.
As I have mentioned previously in this thread, high expectations and high ambitions rarely pay off for a free project. Especially since Nintendo themselves made a HD port for the Wii U (idea to Nintendo, port it to the Switch as well) which... well... can reduce your motivation to make a texture pack for the GameCube / Wii version. It might be more interesting to mod the Wii U version instead (or a potential Switch version?).
