Yes, that's correct. They had it up for anyone to download for free, and anyone could share the link to the texture pack as it was only a "demo" they said. They would be releasing the full version at a later date, which unfortunately never happened. I am sure they said something about redistributing it, but I can't remember what and until someone finds a screenshot of an official quote or gets clearance by the creators, for now, it's best not to discuss that matter here I think as it's technically illegal to distribute it and stuff.
