Either way 34, 27, and 43 Frame Per Second? I'm not sure if it would be playable due to that constant FPS fluctuation.

If you've changed any settings, your results are invalid. You're just supposed download the build in the first post and load the game without touching any of the settings. You're using 3xIR and DX11, that's not consistent with what we're all doing here.
