Those specs are pretty bad for Dolphin.
Dolphin is a dual core application that relies heavily on single-core speeds on the CPU. Your CPU, which is from 2007, is underpowered when it comes to Dolphin due to low single-core speeds.
You should look into getting a new computer if you want to play Dolphin at/near full speed. Intel CPUs are currently the best for Dolphin (and the PS2 emulator PCSX2). 4th gen being the best, 3rd gen being second best.
A desktop with and overclockable CPU is the ideal setup for Dolphin. An i5-4670k and a Z87 motherboard is what we recommend to most people.
If you want a laptop, look for a gaming laptop with an i7-4700MQ and a dedicated GPU.
