If you're constrained by a budget, and can't afford a stronger motherboard/CPU combo, go with the i3 4130. It has stronger single core speeds, is clocked higher, and has hyper-threading which can take background tasks off of the cores being used for Dolphin.
If you absolutely need a new computer now, that's my advice. However, if it's not absolutely needed, wait a little bit, save up some more money, and get an i5 4670k with a z87 motherboard
