tgc to gcm converter?

How I have to type that in e cmd box? I typed in "C:\~\tgctogmc.exe", then I pushed Return and it wrote
"C:\~\tgctogmc.exe <infile.tgc> <outfilge.gmc>".
Then I tried "C:\~\tgctogmc.exe <Zelda.tgc>" or "C:\~\tgctogmc.exe <Zelda.tgc> <Zelda.gmc>" but nothing happened at all, what do I have to type in?

The latest svn version of Dolphin is able to start Zelda normally without conversion.
