Is there a working converter? I have tgctogcm.exe which just opens cmd and closes instantly.

you have to open cmd, navigate to that directory and run it from cmd.

Checkout my latest project ( it is a program that downloads and compiles dolphin on mac and linux now): http://code.google.com/p/dolphin-emu-downloader (It's unofficial and maintained by me, not the dolphin dev team)

I think he just ran executable itself.

Here are the args I passed in with my VBS script
Code:
case "tgc" ' Compressed GCM
            Call shell.Run("bin\\tgctogcm.exe """ & file.Path & """ """ & file.Path & ".gcm""", 1, true)
