Dolphin will likely work with the card, just not very well. Laptop hardware is significantly underpowered compared to desktop hardware and the desktop versions of the Intel IGP's aren't good either.

Unlikely, it's a problem with the graphics hardware, not with Dolphin. Just like you can't use a Geforce MX to play games that support Pixel/Vertex shading, because the hardware doesn't support the features or extensions that are required by the game or application. Dolphin works just fine with a normal (decent) desktop gpu as long as it isn't Intel, else those stuck with Intel graphics can only use the DX9 plugin and that is still not completely without issues.

i been researching and there are external video cards for laptops

google : ViDock 2

maybe theres a chance for laptop users to get better performance using a external video card
