windows x86 and x64 builds are here:

this is the commit being tested:
http://code.google.com/p/dolphin-emu/source/detail?r=5d33e97d6a5312653da2c3e1eadd3cc890c3fd10&name=gl-efb-cache

test on the OpenGL backend.

let us know if it works correctly/breaks anything and if it runs faster/slower than normal builds fore games which need EFB access. thanks.

It won't cause any bugs unless there's something wrong with the code (and in that case, adding an option is the wrong solution, obviously.)
