First off Hello, and thanks for stopping by to possibly help out my situation.  I have a soft spot in my heart for Harvest Moon games, and decided I will try to play one.
The one I decided to play is Harvest Moon: Tree Of Tranquility for the Wii!  (Would have just console played it if I owned a Wii)

Now the problem.  It's running terribly bad.  Extremely bad.  To a point where it is just not playable.  I'm not sure if this is just a thing, or if I'm doing something wrong, or if my computer just can't handle it.(I don't think that is the problem though).  The game is slow, Terrible FPS, and the Audio sounds like demons talking.  I'm a college student in Computer Systems, but this area is just not my expertise.  So I decided to consult people who has experience in this.  Any help would be appreciated!

Game Performance
Fps: 10-20 Very Spiky
VPS: 35-58% Spikes 10% up and down on both variables.

Specs
- AMD FX-8350 8-Core 4.0Ghz
- AMD Radeon R9 200 Series Crossfire
- Xpc Adata 2x 8gb
- Windows 8.1 x86
- Dolphin 4.0-7105 (Stable dolphin runs it even worse)

Problem Solution?
After getting basically Desperate. I started messing around with the settings inside graphics, and config.

I Turned backend to OpenGL. Which helped out the fps slightly. For some reason, I'm not too sure myself. This worked like a charm.
I went to Config>Advanced>Cpu overdrive Check it on, and turn the overdrive all the way down to 6% at 46Mhz.

Now im getting 50-60fps 60-100% VPS. It's working like a charm. So I'm going to stick with it.
This is on Dolphin 4.0-7105

The issue here is your CPU. AMD CPUs are garbage, terrible for Dolphin (and for emulation in general) because they IPC rates are veeeery low when compared with Intel CPUs. Also, Dolphin is a dual-core only application (tri-core sometimes) that relies heavily on CPU power, which you don't have. And be aware that you probably will have lots of issues in-game while running with a so low emulated CPU clock. The proper fix here would be getting a decent CPU (or if this isn't an option, try overclocking your current AMD CPU)...
