Well the CPU for now is unknown for now, K1 had also a spec sheat that google/motorola ignored.
So nVidia might consider another CPU and here is the reason why.
X1 board specs as on nVidia site where ment for tablet's but since this is not a tablet and got a higher target wattage instead of the 20w it might have another CPU then we think.
So we only can wait until nVidia release full spec sheat of the nVidia Shield Console.
Like i said, i might have a intel Atom or Intel M CPU since they cost not much but got the power to deliver higher CPU performance to run such games.
Another reason i think Shield Console have a other CPU is because crysis 3 is only Shield Console compatible and not shield tablet.
Crysis 3 use CPU and GPU resources and the raw performance between A15 and A57 is not really big (around 5/10% performance increase).
So the could lower the settings on the Shield Tablet to run the game optimal even with a weaker CPU/GPU.
And with that being said, i think the Shield Console won't get A57/A53 octa core chip.
But this is all speculation for now of course. 

Crysis 3 run with JIT Armv8(That's how Half Life 2/Portal run on Shield Tablet (with JIT Armv7)) so that's why Tegra K1 is not compatible with Crysis for now. We don't know if they planned to release a K1 version(But i don't think so) Armv7 instructions is bad, slow and limited compared to Armv8. 

The only information we haven't is the cpu frequency because Nvidia don't set it again for some reasons.
Um just for future reference,  native games don't use JIT's.  Ever.  Your statement regarding armv8 however,  is probably very accurate,  at least in regards to Crysis 3.  I would disagree for some of the other announced titles.
